What is the purpose of the Teaching Health Center Planning and Development Technical Assistance (THCPD-TA) Center?
To provide technical assistance to HRSA’s Teaching Health Center Planning and Development (THCPD) program (HRSA-22-107).
The THCPD NOFO, HRSA-22-107, offers funding to support the development of new community-based programs in family medicine, internal medicine, pediatrics, internal medicine-pediatrics, psychiatry, obstetrics and gynecology, general dentistry, pediatric dentistry, and geriatrics to address the physician and dental workforce shortages and challenges faced by underserved communities.

Who are eligible applicants for the THCPD-TA Center cooperative agreement?
Eligible applicants are domestic public or private, non-profit entities, including faith-based and community-based organizations, tribes and tribal organizations, institutions of higher education, state and local governments, and hospitals that are capable of providing technical assistance, including area health education programs.
Note: Entities must have the capability to be national in scope (i.e., much broader than a local, multi-state, or regional focus).

Should the application include an organizational chart or a project organizational chart?
Application must include a complete and coherent project organizational chart in Attachment 4.
You should provide a one-page figure that depicts the organizational structure of the project (not the applicant organization), including partnerships and/or consortium members.

How much funding can be requested?
You may request funding, inclusive of direct and indirect costs, for a period of performance of up to three (3) years, at no more than
- $3 million in Year 1
- $1 million in Year 2
- $1 million in Year 3
Awards to support projects beyond the first budget year will be contingent on satisfactory progress in meeting the project’s objectives, and a determination that continued funding would be in the best interest of the federal government.

What is the indirect cost rate?
You may use your organization’s negotiated indirect cost rate or the minimum rate of 10% of modified total direct costs (MTDC) if your organization does not have a negotiated rate.
