What is the period of performance for the PCTE-LDA program?

The period of performance for the PCTE-LDA program is from September 30, 2023, to September 29, 2028.

Applicant eligibility

What are the eligible entities for this program?

Eligible entities include:

  • Accredited public or nonprofit private hospitals
  • Accredited schools of allopathic medicine or osteopathic medicine
  • Accredited academically affiliated physician assistant training programs
  • Residency training programs in family medicine, general internal medicine, general pediatrics or combined general internal medicine and general pediatrics ("med-peds")

Tribes and tribal organizations are also eligible to apply if otherwise eligible.

Program requirements

Are medical students required to do a two-month clinical rotation?

No. Medical students are required to do a two-week clinical rotation for the Language Assistance for Individuals with Limited English Proficiency (LEP) focus area or a two-week clinical rotation for Care for Individuals with Physical Disabilities and/or Intellectual and Developmental Disabilities (IDD) focus area. If medical students train in both focus areas, they are required to complete a two-week clinical rotation in each focus area.

If an applicant intends to apply for both focus areas (LEP and IDD), will the trainees need to be trained in both focus areas?

No. Trainees do not have to be trained in both tracks. However, if the trainee elects to do so, they are required to complete the clinical rotation in each focus area.

The required clinical rotation for the LEP and the physical/IDD track is:

  • Two months for physician assistant students and medical residents
  • Two weeks for medical students
Do trainees have to participate for two consecutive months/weeks or can the rotation be spread throughout their period of training?

No. The clinical rotation may be spread throughout their training.

What are the qualifications for the Project Director?

The project director must be a board-certified primary care physician or physician assistant and employed by the applicant organization at the time of application. Project directors should dedicate approximately 20 percent of their time (may be in-kind or funded by grant funds) to grant activities.

How does HRSA define "primary care physician"?

A primary care physician is board certified in general internal medicine, family medicine, general pediatrics, or combined general pediatrics and general internal medicine for the purposes of this funding opportunity.

Can I apply for more than one training level, such as physician assistant student, medical student, and primary care residency program, or should I submit a separate application for each?

Yes. You may submit an application that includes one or more eligible training programs from the same applicant organization. You must submit the accreditation documentation for all training programs included in your application.

If I submit one application for each focus area, will approval only be granted for one of the focus areas?

Multiple applications from an institution are allowable. However, only one application from an organization with the same Unique Entity Identifier will be funded.

Are double boarded family medicine/psychiatry residents eligible for this training program?

The family medicine/psychiatry residents are not eligible for this program.

The program provides support for the following residency programs in family medicine, general internal medicine, general pediatrics and combined general internal medicine and general pediatrics (med-peds).

Are entities from Puerto Rico eligible to apply for the Language Assistance for Individuals with LEP track?

Yes. If your entity meets the eligibility and program requirements in the NOFO. Particularly training individuals to provide culturally competent and linguistically appropriate primary care services for individuals with LEP.

Funding preference and funding priority

Does the Medically Underserved Community funding priority only apply to residency programs who have trained residents or offer services in rural communities?

Yes. The funding priority is applicable to primary care residency programs (internal medicine, family medicine, pediatrics and combination pediatrics and internal medicine).

Can the main applicant partner with their outside medical training program affiliates to provide services to numerous training programs while meeting funding preference criteria?

The funding preference can be met based on data from the applicant organization and not its partners.
