FAQ: Grants to States to Support Oral Health Workforce Activities (SOHW)

Is an oral surgeon an eligible dental provider under Activity #2 (Dental Recruitment and Retention)?

Yes. Grant funds may be used for recruitment costs, such as advertising or sign-on bonuses for an oral surgeon. However, grant funds may not be used to pay salaries or reimbursement for clinical services.

Should the Standardized Work Plan (SWP) cover all five years or just the first year?

You should fill out the SWP for the entire five-year project.

Is an eligibility letter required if the state dental director position is vacant?

If your office or division holds the state dental director role, no eligibility letter is needed. If your state does not have an official dental director, program, office, or division, include an eligibility letter from the individual or entity within state government that is primarily responsible for the state's dental workforce.

Is a recovery center that provides linkages to dental services eligible to apply?

No. Only state governments may apply for HRSA-26-084. Recovery centers should contact their state health department to ask whether the state intends to apply or has additional resources available.

How should we organize our responses to align with the review criteria?

Use the review criteria as your guide for organizing each section of your Performance Management narrative.

Is this a five-year or four-year grant?

This is a five-year grant from 9/1/2026 – 8/31/2031. Funding beyond the first budget period is contingent on Congressional appropriation of funds.
